<--- This is a cam. Cams are used to change a turning movement into an up-and down movement, so as to allow the mechanical toy to have great movements.
This cam is turning a circular motion into an up and down one. This is referred to as reciprocating motion. As you can see, the cam follower are moving up steadily and dropping down slowly in a circular motion. And so long as one is turning the handle this reciprocating process will continue.
